Vrinda Grover first criticizes that women’s groups were not further included in the work on the report. However, she goes on with a long list of issues like harassment of women at their workplace, the inclusion of marital rape, the expansion of definition of sexual assault, which is more gender neutral, the keeping of the age of consent kept at 16, the inclusion of forced stripping and naked parading as a sexual offense and aggravated sexual assault as part of sectarian or communal violence. Further she specifically addresses the problem of impunity of sexual violence committed by the security forces and police, which should be hold accountable by civil law. However, in terms of sentencing, she strongly rejects castration or the death penalty.
